Portland sits on the north shore of Corpus Christi Bay and Nueces Bay in San Patricio County, connected to Corpus Christi by US 181 and the Nueces Bay Causeway. As a public adjuster in Portland, TX, we help owners document hail, wind, hurricane, and water losses and present them to their insurers. Corpus Christi Public Adjuster serves Portland from the Corpus Christi area; we do not keep an office in Portland, and we come to your property to inspect it.
Portland's weather risk is a mix of coastal and inland. It is close enough to the bay for tropical wind and storm tide, yet it also sits in the path of the spring squall lines and supercells that cross San Patricio County from the west. Many homes are slab-on-grade with composition shingle roofs and brick or fiber cement siding, and the city also has bayfront homes, apartments, and retail centers along US 181.
Storms recorded in Portland and Gregory
The NOAA National Centers for Environmental Information (NCEI) Storm Events Database lists dozens of reports in and near Portland. A few stand out for property owners:
- January 9, 2011: An NWS storm survey estimated gusts near 100 mph and found three mobile homes destroyed at a park just north of Gregory-Portland High School, with trees, fences, signs, and power lines down on the north side of Portland and a barn destroyed.
- May 24, 2015: Damaging winds moved across Portland and Gregory, knocking a light pole onto a truck on Timberline Drive and downing a power pole on Memorial Parkway.
- November 1, 2025: A late-season storm produced hail estimated at 2.75 inches in Portland, plus a 2-inch report with broken windshields. Automated stations measured 69 mph gusts the same day, and nearby Gregory reported significant hail damage to cars.
- May 23, 2026: Thunderstorm gusts estimated near 75 mph brought reports of large trees down in Portland.
In San Patricio County, NCEI hail reports peak in May, and the county has logged 17 reports of golf ball size (1.75-inch) hail or larger. The November 2025 event is a reminder that large hail is not limited to spring. If your roof took hail, our hail damage claims page and the guide on how to document hail damage for an insurance claim are good places to start.
Hurricanes and tropical storms
When Hurricane Harvey came ashore near Rockport in August 2017, NCEI notes that the worst San Patricio County damage was in the eastern half of the county, with widespread roof and tree damage and Aransas Pass and Ingleside hardest hit. More recently, Tropical Storm Harold on August 22, 2023 produced a 48 mph gust at a weather station near Portland.
Tropical storms do not need to be direct hits to cause claims. Wind-driven rain can push water past flashing, soffits, and window frames, and a few lifted shingles can lead to interior ceiling and insulation damage weeks later. Our hurricane damage claims page covers how these losses are usually documented.
TWIA, flood insurance, and CRS in Portland
San Patricio County is in the TWIA designated catastrophe area. Many Portland owners therefore have a homeowners policy that excludes wind and hail, a separate TWIA policy for wind and hail, and a flood policy. TWIA covers wind and hail only, and TWIA claims generally must be filed within one year of the date of loss. Our TWIA windstorm claims page walks through that process.
Flood is a separate question. Standard homeowners policies generally exclude flood, and flood coverage comes from the NFIP or a private flood policy. Based on FEMA Community Status Book data (April 2025), Portland participates in the NFIP but not the Community Rating System, so Portland policies do not get a CRS discount. NFIP coverage generally starts 30 days after purchase, so buy it well before a storm is in the Gulf.
Roof repairs and re-roofs in the catastrophe area fall under the TDI Windstorm Inspection Program, and properties built, altered, or repaired on or after January 1, 1988 need a windstorm certificate of compliance to be TWIA-eligible. Ask your roofer how windstorm inspection will be handled before the old roof comes off. For local permit requirements, contact the City of Portland directly.
How we help Portland property owners
We inspect the full property, not only the roof: siding, windows, screens, fences, gutters, HVAC units, and interior water damage. We prepare an itemized estimate, organize photos and documents, and communicate with your insurer or TWIA. If you already have an offer that seems low, an insurance estimate review can show what may be missing, and our underpaid claims page explains common reasons for gaps.
Portland owners often ask whether hail that only "looks" cosmetic is worth reporting. Some policies limit or exclude cosmetic damage to metal roofing or siding, while functional damage such as fractured shingles or punctured panels is usually treated differently. Corpus Christi Public Adjuster reviews your actual policy language before advising on how to present a hail claim.

Frequently Asked Questions
Is Portland, TX in the TWIA area?
Yes. Portland is in San Patricio County, which is part of the Texas Windstorm Insurance Association (TWIA) designated catastrophe area. Whether your own wind and hail coverage comes from TWIA or your homeowners insurer depends on the policies you bought, so check each declarations page.
Does Portland participate in the NFIP Community Rating System?
According to FEMA Community Status Book data (April 2025), Portland participates in the National Flood Insurance Program but not the Community Rating System, so residents do not receive a CRS flood premium discount. Confirm current status with FEMA or your agent.
The November 2025 hail hit my car. Could my roof be damaged too?
Possibly. NCEI received reports of hail up to 2.75 inches in Portland and Gregory on November 1, 2025, along with broken windshields. Hail that damages vehicles can also bruise shingles, dent metal roofing and vents, and crack skylights. A roof inspection is the only way to know.
Do I need a permit and windstorm inspection to replace my roof in Portland?
Re-roofs and roof repairs are covered by the TDI Windstorm Inspection Program in the catastrophe area, and a certificate of compliance is generally needed to keep TWIA eligibility. For City of Portland permit rules, check with the city's building department before work begins.
How much does a public adjuster cost in Portland?
Fees are disclosed in a written contract before any work begins; Texas law caps public adjuster compensation at 10% of the insurance settlement. You may rescind the contract by written notice within 72 hours of signing.
