North Padre Island is part of the City of Corpus Christi, but it lives with barrier-island weather. Between the Laguna Madre and the Gulf of Mexico, connected to the mainland by the JFK Causeway, the island includes the Padre Isles canal neighborhoods, Whitecap Beach, Packery Channel, Bob Hall Pier, and a growing number of condos and rentals. As a public adjuster on Padre Island, we help owners with hurricane, wind, hail, and surge-related claims. Corpus Christi Public Adjuster does not keep an office on the island; we come to your property.
Island construction differs from the mainland. Many homes are elevated on pilings or raised slabs, with stucco, fiber cement, or siding exteriors, tile or metal roofs as well as shingles, and lots of exterior decks and balconies. Salt air speeds corrosion of fasteners, flashing, and HVAC coils, and insurers sometimes point to that corrosion as wear and tear. Careful documentation helps separate storm damage from long-term deterioration.
Hurricane Hanna and other tropical storms
Hurricane Hanna made landfall on Padre Island as a Category 1 hurricane around 5 p.m. CDT on July 25, 2020, according to the NHC Tropical Cyclone Report. It was the first July hurricane landfall in Texas since Dolly in 2008. On the Nueces County islands, NCEI reports surge 3 to 4.5 feet above ground level that destroyed the T-head of Bob Hall Pier and its parking lot, along with tropical storm force winds.
Smaller systems also matter. During Tropical Storm Beta in September 2020, water reached the top of the Packery Channel boat ramp. Hurricane Nicholas in September 2021 produced a 2.07-foot (MHHW) storm tide at Bob Hall Pier. Tropical Storm Harold on August 22, 2023 pushed tides to 3.30 feet MHHW at Whitecap Beach with minor dune erosion, and a mesonet site on north Padre Island measured a 54 mph gust.
Severe thunderstorm wind on the island
Thunderstorms can be as damaging as tropical systems here. On June 2, 2010, an NWS survey of Padre and Mustang islands estimated straight-line winds up to 90 mph; on Padre Island, a five-story section of a hotel's exterior wall collapsed. On November 3, 2012, wind blew down power poles on the JFK Causeway, blocking westbound traffic from the island. Those events show why large buildings, balconies, and exterior wall systems deserve a close look after any strong storm. See our wind damage claims page.
Insurance on Padre Island: TWIA, NFIP, and CRS
Nueces County is in the TWIA designated catastrophe area, and most island owners carry three policies: a homeowners or condo policy that excludes wind and hail, a TWIA windstorm policy, and a flood policy. TWIA covers wind and hail only. Properties in V, VE, or V1-30 flood zones that were built, altered, remodeled, or enlarged on or after September 1, 2009 must show proof of NFIP flood coverage, when available, to get TWIA coverage.
Because the island is inside the City of Corpus Christi, the city's NFIP status applies. According to FEMA Community Status Book data (April 2025), Corpus Christi participates in the NFIP and the Community Rating System at Class 8. NFIP residential limits are $250,000 for the building and $100,000 for contents, and coverage generally begins 30 days after purchase. When wind and surge both hit, the split between TWIA and flood can decide the outcome of the claim; our article on wind vs. storm surge damage explains how that is usually analyzed.
| Type of damage | Policy that usually responds |
|---|---|
| Roof, windows, and siding damaged by wind or hail | TWIA windstorm policy (or the homeowners policy if it includes wind and hail) |
| Rain entering through a wind-created opening | Usually the policy covering wind, subject to its terms |
| Surge or rising water in the lower enclosure or living area | NFIP or private flood policy |
| Fire, theft, or plumbing leaks | Homeowners or condo policy |
Codes, permits, and windstorm certificates
Island repairs follow City of Corpus Christi codes, adopted with local amendments effective August 1, 2023, and the city's re-roof permit submission includes a TDI WPI-1 form from the windstorm engineer or inspector. A city framing inspection does not replace TDI windstorm inspections or certifications. For TWIA eligibility, work done on or after January 1, 1988 needs a windstorm certificate of compliance. Our Corpus Christi building codes guide covers these steps and how ordinance or law coverage may help with code-required costs.
How we help island owners
We inspect the roof, building envelope, balconies, decks, mechanical equipment, and interior, and we separate wind and water damage in our documentation where both occurred. We prepare an itemized estimate and communicate with TWIA, your flood insurer, and your homeowners carrier. Check live Packery Channel tide data on our weather and tides page, and see TWIA claim help and Corpus Christi hurricane damage claims for more.
Many island homes are second homes or rentals. If you are away when a storm hits, ask someone you trust to photograph the property before cleanup, and report the claim promptly. Corpus Christi Public Adjuster can inspect the property and keep you updated if you are out of town.
Fees are disclosed in a written contract before any work begins; Texas law caps public adjuster compensation at 10% of the insurance settlement. Request a Free Claim Review or call or text +1 (832) 503-5866.
Frequently Asked Questions
Is North Padre Island part of Corpus Christi?
Yes. North Padre Island, including the Padre Isles canal neighborhoods and the Whitecap Beach area, is within the City of Corpus Christi. City building codes, permits, and the city's NFIP Community Rating System status apply there.
What CRS class applies to Padre Island flood policies?
The City of Corpus Christi participates in the NFIP Community Rating System at Class 8, according to FEMA Community Status Book data (April 2025). Confirm the current class and any premium discount with FEMA or your flood agent before relying on it.
Do I need a windstorm inspection to replace my roof on the island?
Generally, yes. Re-roofs and roof repairs in the TWIA catastrophe area fall under the TDI Windstorm Inspection Program, and the City of Corpus Christi's re-roof permit submission includes a TDI WPI-1 form from the windstorm engineer or inspector. See our Corpus Christi building codes guide for details.
TWIA says my damage was from surge, not wind. What now?
TWIA covers wind and hail only, so wind versus water disputes are common on the island. Evidence such as roof and upper-wall damage, interior water lines, and the timing of wind and surge can matter. TWIA has its own dispute procedures and deadlines; a public adjuster can help document the loss, and a Texas attorney can advise on legal options.
